This policy applies to monetization on X and X’s paid advertising products.
What's the policy?
X allows the promotion of financial products and services with restrictions. This includes financial entities, products and services, cryptocurrency products and services, non-fungible tokens (NFTs) and related products. The restrictions are based on the specific product or service being promoted as well as the region or country being targeted.
Note: Please refer to the country-specific policies section to determine restrictions which may be applicable per jurisdiction and obtain a prior authorization from X by getting certified.
A new certification request should be submitted for advertising different categories of content covered under this policy. Example: approval for NFTs and related products does not extend to cryptocurrency products or services; that request should be submitted separately.
Advertisements for financial products and services can target the below countries:
Asia Pacific: Australia, Hong Kong, India, Indonesia, Japan, Malaysia, New Zealand, Philippines, Singapore*, South Korea, Taiwan, Thailand, Vietnam

What products or services are subject to this policy?
Financial entities, products and services
Prohibited content
Products or services where there is a high risk of financial loss are prohibited from advertising. Examples:
- Binary options
- Bail bonds
- Penny stocks
- Financial spread betting
Permitted with restrictions
Advertising of the below financial entities, products, or services is permitted. However, when targeting financial content to certain countries, license from the relevant regulatory authorities is required. Please refer to the Country Specific Policies section below for licensing requirements or any other country-specific restrictions that might be applicable.
- Financial institutions such as banks, brokerages, investment firms, money service businesses, etc.
- Banking services such as loan products and services, credit cards, etc.
- Investment advice, investment, asset or fund management, investment opportunities, and offers to increase wealth
- Mortgages, loans, and related services, including debt relief or assistance services
- Financial instruments such as securities, shares
- Currency exchange, trading, and related services
- Insurance products and services
- Credit rating
- Mobile and electronic payments
- Complex speculative financial products such as Contract for Difference (CFDs)
- Entity or service providers that collect financial information transparently from multiple sources and analyze it, such as Financial Aggregators*
- Cash loans such as payday loans or cash advance loans that are directly given to the borrower**
- Peer to peer lending***
* Financial Aggregators are only permitted in Australia, Japan and South Korea with restrictions
** Cash loans are only permitted in Mexico with restrictions
*** Peer to peer lending is only permitted in Indonesia and Mexico with restrictions
- Financial aggregators, financial instruments such as securities or shares, or entities offering stock trading or brokerage services
- Advertiser holds a registration with the Australian Securities and Investment Commission ("ASIC")
- Financial instruments such as securities
- Advertiser holds a license from the Canadian Securities Administrators ("CSA") or the Autorité des marchés financiers ("AMF")
- Advertisers may only target Colombia if their business is based in Colombia
- Promotion of insurance products, services, and investment arrangements and products is prohibited
- Banks and banking services
- Advertiser holds a license from the Hong Kong Monetary Authority (“HKMA”)
- Financial instruments such as securities, trading services, asset management, and credit rating services
- Advertiser holds a license from the Hong Kong Securities and Futures Commission (“HSFC”)
- Promotion of securities is prohibited.
- Peer to peer lending
- Advertiser holds an authorization from the Otoritas Jasa Keuangan (“OJK”)
- Financial entities (such as banks), financial instruments such as securities, financial aggregators, firms offering investment advice, money lending institutions, and foreign exchange and insurance
- Advertiser holds an authorization from the Financial Services Agency (“FSA”)
- Credit card providers
- Advertiser holds a license from the Japan Consumer Credit Association (“JCA”)
- Real estate investment firms
- Advertiser holds a license from the Ministry of Land, Infrastructure, Transport and Tourism (“MLIT”)
- Banking products or services
- Advertiser holds a license from the Kenya Central Bank Authority (“CBK”)
- Foreign exchange products or services
- Advertiser holds a license from the Kenya Capital Market Authority (“CMA”)
- Money service businesses or information which may lead directly or indirectly to a transaction relating to a money services business, the promotion of securities and investment schemes, and the promotion of any form of financial speculation intended to promote or attract interest in stocks and shares (with the exception of ads for newly approved IPOs) are prohibited.
- Advertisers may only target Mexico if their business is based in Mexico
- Advertisers promoting cash loans or Peer to Peer lending must be registered with the Financial Services Consumer Protection Authority (“CONDUSEF”) for financial entities, or the Servicio de Administración Tributaria (“SAT”) for commercial entities
- Promotion of securities is prohibited.
- Only financial entities licensed in Oman may target Oman. Advertiser must hold the required licenses.
- Credit card networks can offer its services; however, such networks offering products or services to collect money from the public, such as deposits, are prohibited
- Financial entities
- Advertiser holds a license from the Central Bank of the Russian Federation (“CBR”)
- Banking, moneylending, capital markets or securities, insurance, and financial advisory products or services
- Advertiser holds a license from the Monetary Authority of Singapore (“MAS”)
- Credit, lending, financial investment, and insurance services
- Advertiser holds an authorization from a competent local authority or the Financial Supervisory Service
- Only financial entities, including entities providing investment and Financial Instrument services:
- Advertiser holds a license directly from a Spanish regulator, or,
- Advertiser holds one of the approved EU/EEA countries authorisation/registration covered by the MIFID
- Financial products and services
- Advertiser holds a Financial license
- Banking products and services
- Advertiser holds an authorization from the Turkish Banking Regulation and Supervision Agency (BDDK)

- Advertiser holds a license from the Financial Conduct Authority (“FCA”) or the Gibraltar Financial Services Commission (“GFSC”)
- Financial entities
- Advertisers holds a license by the Securities and Commodities Authority (SCA) or the Central Bank of the U.A.E.
- Advertisers may only target Venezuela if their business is based in Venezuela
- Banking, loan products or services, asset management, currency exchange, trading and related services, and financial products such as securities, shares
- Advertiser holds a license from the State Bank of Vietnam
Cryptocurrency and DeFi products and services
Prohibited Content
Advertising of below cryptocurrency or DeFI-related content is prohibited:
- Cryptocurrency initial coin offerings (ICO), Initial exchange offering (IEO), and Initial decentralized exchange offering (IDExO)
- Cryptocurrency mining including hardware and software services associated with mining
Permitted content
Advertising of below cryptocurrency or DeFI-related content is permitted without licensing requirements:
- Smart contracts and educational content around blockchain technology, cryptocurrency, or DeFI
Permitted with restrictions
Advertising of below cryptocurrency and DeFI products or services is regulated and only permitted once the advertiser meets country-specific licensing requirements. Please refer to the Country Specific Policies section for licensing requirements or any other country-specific restrictions that might be applicable:
- Cryptocurrency exchanges
- Cryptocurrency wallets
- Cryptocurrency kiosks / ATMs
- Cryptocurrency credit / debit cards
- Cryptocurrency staking
- Cryptocurrency Contracts for Difference (crypto CFDs)
- Cryptocurrency tax calculators
- Decentralized crypto borrowing / lending, DeFi insurance, DApps, and Decentralized exchanges
- Advertiser holds a proof of enrollment and registration from AUSTRAC
- Advertiser holds Australian Financial Services License (“AFSL”) or is under the exemption list
- Advertiser is registered as a Money Services Business (“MSB”) with the FINTRAC or as a Securities Dealer or a Marketplace Platform
- Advertiser holds a proof of registration with the Danish Financial Supervisory Authority
- Advertiser holds a proof of registration from the Finnish Financial Supervisory Authority (the “FIN-FSA”)
- Advertiser holds a Digital Asset Service Provider registration or license from the Autorité des marchés financiers (“AMF”)
- Advertiser holds Bundesanstalt für Finanzdienstleistungsaufsicht (“BAFIN”) authorization
- Advertiser holds a Securities and Futures Commission (“SFC”) license or registration
- Cryptocurrency advertising must conform to the ASCI's guidelines for Virtual Digital Assets
- Advertiser holds an authorization from the Badan Pengawas Perdagangan Berjangka Komoditi (Bappebti)
- All advertising materials, including the contents and form of advertising materials, must be approved by Bappebti
- Advertiser holds a proof of registration from the Israel financial service providers
- Advertiser holds an Crypto asset exchange service provider (“CAESP”) license issued by the Japanese Financial Services Agency (“FSA”)
- Advertiser holds a securities license from Securities Commission, Malaysia
- Advertiser holds a proof of registration with the Dutch National Bank (“DNB”)
- Advertiser holds a proof of registration from the Financial Services Provider Register (“FSPR”) to either i) operate a money or value transfer service or ii) issue or manage the means of payment
- Advertisers providing cryptocurrencies services must be registered for all applicable services and comply with fair dealing obligations.
- Advertisers offering cryptocurrencies that are financial products must comply with applicable disclosure and fair dealing obligations and, where necessary, be licensed.
- Advertiser holds a proof of registration with the Finanstilsynet
- Advertiser holds a Certificate of Authority to operate as money service business from the Bangko Sentral ng Pilipinas (“BSP”)
- Advertiser is registered in the Poland’s official registry
- Advertiser holds a proof of registration with the Bank of Portugal
Advertiser must be licensed as a financial service provider by the competent local regulatory authority.
Advertiser must include its financial service provider number in advertisements.
- Advertiser holds a Virtual Asset Service Provider (“VASP”) license
- Advertiser holds a proof of registration with the Swedish Financial Supervisory Authority
- Advertiser holds a Swiss Financial Market Supervisory Authority (“FINMA”) license
- Advertisers holds a Financial license
- Advertiser holds a license(s) from the Minister of Finance through the Securities and Exchange Commission (“SEC”)
- Advertiser holds at least one of the below licenses:
- Stored Value Facility license from Central Bank, UAE
- Securities and Commodities Authority, UAE
- Financial Services Regulatory Authority (“FSRA”)
- Dubai Financial Services Authority (“DFSA”)
- Advertiser holds a proof of registration or authorization with the Financial Conduct Authority (“FCA”)
- Promotion of crypto derivatives is prohibited
- Advertiser holds a proof of registration with the Securities Exchange Commission (“SEC”) or the Commodities Futures Trading Commision (“CFTC”) or Financial Crimes Enforcement Network (“FinCEN”)
Non-fungible tokens (NFTs) and related products
Permitted
Advertising of the below NFT related content is permitted
- NFTs and NFT marketplaces
- Products or services that facilitate the use of NFTs (e.g. minting, management tools, engines)
Note: Advertisers also remain subject to all other Ads Policies, including the Deceptive and Fraudulent Content Policy.
- NFT advertising must conform to the ASCI's guidelines for Virtual Digital Assets.
Blockchain Games
Permitted with restrictions
Blockchain games refer to games involving NFT or cryptocurrency tokens where such can be won or earned.
Advertising of Blockchain games is only permitted once the advertiser meets country-specific licensing requirements. Please refer to the Country Specific Policies section for licensing requirements or any other country-specific restrictions that might be applicable:
