How to get certified as a political campaigning advertiser

As part of Twitter's Political Content Policy and our overall commitment to transparency, we require that advertisers promoting political campaigning content go through a certification process. Note that this process only applies to advertising related to:

  • US federal elections
  • US issue advocacy

Note: the certification process for Australia, Canada, India, and EU Parliamentary elections is closed.


Getting started

To get started submit an application through the Ads Help Form. Note that you must have an advertiser account to get certified.

We will need different information based on the country where you wish to advertise.

Australia

  • Political parties, candidates, or entities registered with the AEC
    • Name and address as it appears in the AEC registry.
  • Organizations not registered with the AEC
    • Australia Business Number (ABN)
  • Individuals
    • Government-issued photo ID 
    • Utility bill not older than 3 months if the government-issued ID does not contain an address or the person is unable to receive physical mail in such address.

Canada

Note that all political content advertisers must be registered with Elections Canada. 

  • Candidates
    Includes registered candidate, potential candidates, or nomination contestant

    • Copy of one of the following documents: 
      • Part 6 – Notice of Confirmation of Nomination 
      • General Form – Nomination Contest
      • General Form – Registered Party Leadership Contestant
  • Political parties  
    Includes registered political parties, associations and political parties eligible for registration

    • Copy of one of the following documents: 
      • General Form - Political Parties
      • General Form - Electoral District Association

  • Third parties 
    • Link to Elections Canada database 
    • Copy of General Form - Third Party

European Union 

  • Organizations or candidates registered with their corresponding national electoral authority
    • Registration proof as submitted to their corresponding national electoral authority  
  • Organizations not registered with their corresponding national electoral authority
    • EU VAT or EU Company identification number
  • Individuals 
    • EU government-issued photo ID

India

  • Political parties registered with the ECI
    • ECI registration certificate or founding documents of the political party
  • Organizations not registered with the ECI 
    • Corporate Identification Number (CIN)
    • Document showing proof of the business’ address
  • Individuals or candidates
    • Government-issued ID containing the address of the individual 
    • Receipt for Nomination Paper and Notice of Scrutiny (candidates only)

United States

  • Organizations registered with the FEC
    • FEC ID
  • Organizations not registered with the FEC
  • Individuals not registered with the FEC
    • US Passport
    • Government-issued photo identification with a US mailing address
    • Notarized form

All advertisers applying for certification will need to provide one or more @usernames from which they intend to run political campaigning ads.

Advertisers need to have access to the email address linked to the @username from which they are applying.


Additional eligibility requirements

In addition to complying with all general Twitter Ads policies, @usernames associated with the certified ads account must adhere to the following requirements:

  • Profile photo, header photo, and website must be consistent with the handle’s online presence
  • Bio must include a website that provides valid contact info
  • If handle name is not related to the certified entity, the bio must include the following disclaimer: "Owned by [certified entity name]".

Political advertisers will be required to self-identify and certify that they are located in the country where the wish to advertise. Information provided will be used for the purpose of certification only. Once completed, all ads promoted from the certified ad account will appear in Twitter’s Ads Transparency Center and include spend, reach, targeting, and payment information (specifically, the city and state of the billing address, and either the name on the credit card or the entity name for IO).


What happens next

Upon completion and review of the application, we’ll send a letter to the registered address to verify your location.* Advertisers should then follow the instructions on the letter. Once completed, you will be allowed to promote Federal political campaigning content from eligible @usernames.

*Letters will only be sent in Australia, the European Union, and the United States.
