Policy

Is this policy applicable globally? 

Yes, this policy replaces the previous global and country-specific political policies. We will iterate on this new policy to include country-specific considerations as needed.  

Are ads related to legislation or regulations allowed?

No, ads cannot reference past, current, or proposed referenda, ballot measures, bills, legislation, regulation, directives, judicial outcomes, or any country-specific equivalents. 

There are many different types of ad units on Twitter — which does this new policy apply to?

This policy applies to all our promoted revenue products on Twitter.

What types of ads can PACs and SuperPACs run?

Similar to the restrictions on candidates, political parties, elected or appointed government officials, PACs and SuperPACs can not advertise on Twitter. 

Can a 501(c)(3) also registered as 501(c)(4) promote political content? 

After November 22, 2019, if an advertiser is registered as both, they can reach out to their Account Manager or contact Twitter through the Ads Help Form.

What will happen to the Ads Transparency Center?

We will continue to show all Promoted Tweets that have run for the last seven days in the Ads Transparency Center. Past political content ads will also remain accessible.  

 

Enforcement

When does enforcement start? 

Enforcement started on November 22, 2019. 

How will people be able to report ads that may be in violation of this policy?

People report content in the Twitter Timeline or through the Help Center Form. Twitter will prioritize and review reported content. 

How often can an advertiser violate this policy before becoming permanently suspended? 

Our decision to offboard any advertiser is based on a series of factors including, but not limited to, how many times the advertiser violates a policy, which policies they violate, and the time frame over which their violations occur. 

 

News Exemption 

Do news publishers that were exempt under the prior policy need to re-apply for the new exemption? 

No, previously exempt advertisers will continue to operate as usual. We will revise the current criteria as we expand the news publisher exemption to other countries. 

Do news publishers have restrictions?

Yes, ads promoted by news publishers may not include advocacy for or against topics or advertisers covered under our Political Content Policy.

Are there revenue product restrictions for exempt news publishers? 

Yes, only Promoted Tweets, IVA/IVS and Brand Reminders are allowed. All other revenue products --First View, Promoted Accounts, Promoted Trends, Spotlight, and Branded emojis-- are not permitted for exempt news publishers until further notice.

Is the exemption criteria for news publishers different under this policy than under the previous policy?

No, the requirements remain the same.

The news exemption’s monthly unique visitors (MUV) criteria is for the United States. Is Twitter considering updating to account for other countries?

Yes, we will revisit current MUV criteria to make it globally applicable. In the meantime, the requirement applies globally and news publishers outside the U.S. can continue to apply for the exemption.

Do news exempt publishers have any restrictions? 

In addition to Twitter Ads policies, news exempt advertisers must comply with applicable laws regarding disclosure and content requirements, eligibility restrictions, and blackout dates for the countries where they advertise.
